Résumé anglais What Can the European Parliament Do ?
The constant upgrading of the powers of the European Parliament has been one of the most characteristic features of the evolution of the Union's institutional system since its beginnings. Today, the Parliament is a powerful and very independent assembly, capable of actually influencing the production of normative instruments and monitoring effectively the Commission. However, the evaluation of the Parliament's influence is hampered by the development of practices such as the “trialogues” that favor the generalization of early agreements regarding laws and regulations and conceal the balance of forces between the institutions.
