Les organisations internationales sont depuis la fin de la Deuxième Guerre mondiale impliquées dans des programmes de renforcement des capacités humaines et institutionnelles des pays dits « en voie de développement ». Leur implication dans de telles actions s'inscrit cependant dans un processus historique plus large, où l'entre-deux-guerres a joué un rôle important comme premier laboratoire d'expériences, en particulier pour le Bureau international du Travail. Cet article cherche à fournir quelques pistes afin de mieux comprendre l'engagement du BIT dans des activités d'assistance technique dans les années 1930. L'étude d'une mission en Chine en 1934 permet en outre de mettre en lumière un embryon d'organisation et d'expériences concernant le transfert, par l'entremise d'experts, de compétences et de connaissances des pays industrialisés vers les pays « sous-développés ». The International Labour Office and Technical Cooperation in the Interwar period Since the end of World War II, international organizations have been involved in programs which aim at strengthening the human and institutional capacities of “developing” countries. However, their involvement in such actions belongs to a larger historical process, in which the interwar period played an important role as a first field of experience, in particular as regards the International Labour Office. This article seeks to provide some key elements to better understand the ILO's involvement in activities of technical assistance in the 1930s. The study of a mission to China in 1934 highlights the existence of an embryonic organization regarding the transfer, through social experts, of skills and knowledge from industrialized to “underdeveloped” countries.
