Cet article explore la transformation de la diplomatie économique multilatérale des pays occidentaux par les sommets du G7. Leur instabilité économique appelle une nouvelle régulation internationale qui supplée au plus haut niveau les défaillances des organisations internationales. L'institutionnalisation du G7 et les limites de son action traduisent simultanément l'idée d'une coordination macroéconomique globale, et la remise en cause des instruments de régulation des États vis à vis des acteurs économiques transnationaux. La normalisation des relations du G7 avec les organisations internationales confirme à la fois son importance et ses limites : alors que s'amorce la révolution néolibérale, il sert d'instrument de concertation plus que de structure de régulation, illustrant la genèse d'une nouvelle « gouvernementalité » des économies libérales où la régulation n'a plus de caractère systémique. G-7 Summits and International Economic Regulation in the 1970s This article explores how G7 summits dealt with the transformation of Western countries' economic multilateral diplomacy. Their economic instability created the need for a new international regulation that could overcome the failures from international organisations at the highest level. The institutionalization of G7 and the limits of its actions stressed simultaneously the idea of a global macroeconomic regulation and the crisis of regulation tools used by States on transnational economic actors. The normalized relationships between the G7 and the international organisations confirmed both its importance and its limits: while the neoliberal revolution was rising, it was used as a tool of discussion and negotiation rather than a framework of regulation.
