L'étude du programme du CNR donne l'occasion de préciser le sens qu'a en droit la notion de « nationalisation », ici étudiée à partir non pas du régime des entreprises nationalisées, mais de l'acte qui procède à la nationalisation. Cet acte témoigne de la souveraineté de l'État qui décide d'exproprier des actionnaires d'entreprises. The study of the CNR's programm gives here the opportunity of determining the meaning of the concept of "nationalization". This one is examined from the point of wiew not of the legal status of the nationalized enterprises, but of the act whoch proceeds of the nationalization. This act reveals the sovereingty of the state which decides dot expropriate the property of the shareholders of the enterprises.
