Technical Knowledge and Maritime Patrimony.
Though the sea may become a territory, a patrimony, it can never be divided, limited or bounded like a landed property or chattel. Only those who have acquired the technical knowledge necessary to exploit the sea (i.e., the knowledge of its modifications and its depths) can "own" these territories; however, the economic and social system these fishermen live in does not allow them to own the produce of their labour.
