Résumé anglais The rise of the penal state in the United States This article analyzes the rise of the carcerai sector in the United States as one component in policy of criminalization of poverty and its consequences designed to buttress the new regime of casual and desocialized wage labor as norm of citizenship while shoring up traditional mechanisms of repro duction of the racial order Four modalities of the rise of the penal state are examined the onset of regime of permanent and generalized car cerai hyperinflation unprecendented in democratic society even as crime rates stagnate or decrease the widening of the penal net and the correlative develop ment of indirect means of surveillance and control of the poor the spectacular growth of the budgets and person nel of corrections departments at the same time as the state cuts its programs aimed at underprivileged populations the development of strategies of reduction of the costs of the carceralization of misery via privatization and the lowe ring of standards of living and services within establish ments To charge inmates fees for their incarceration and to harden regimes of detention also serves to reinforce the symbolic boundary between prisoners and the citizenry so
