Fondée sur aucune structure préexistante, la Commission for the Relief of Belgium (CRB) développe durant la Première Guerre mondiale une opération d'une dimension inédite qui permet d'assurer à neuf millions de personnes (sept millions de Belges et deux millions de Français) leur subsistance. Le développement de la CRB, institution née d'un mouvement philanthropique local à la suite de l'occupation de la Belgique, se comprend par l'existence d'une convergence d'intérêts entre les principaux belligérants. La neutralité s'impose alors comme un moyen d'action, comme une nécessité. The Commission for Relief in Belgium : Neutrality, Humanitarian Action and Civilian Mobilization during World War IBased on no pre-existing institutional structure, the Commission for the Relief of Belgium (CRB) developed an operation of unprecedented size during the First World War. This operation ensured that nine million people (seven million Belgians and two million French) were provided with sufficient food. Emerging from a local philanthropic movement after the occupation of Belgium, the development of the CRB was the result of a convergence of interests between the main belligerents. Neutrality thus appeared both as a useful and essential tool. However, the implementation of neutrality in the humanitarian field and the success of the CRB participated in the crystallization of a model of action which had a significant influence on many future charitable institutions.
