The implementation of MBO in the government organizations failed as a way toward the
improvement of effectiveness and better results.
To release the pratical logic of government organizations, an analysis of their quasi-
objectives and determinant conditions may be useful.
A change in the results will come from a change in the state variables that determine the
quasi-objectives.
The case-study of the French National Employment Agency is given as a test for the
