Cet article vise à montrer les conditions et les effets de mise en oeuvre d'une réforme d'entreprise publique en crise : la S.E.I.T.A. Pour redresser une gestion déficitaire et mieux affronter la concurrence internationale, la loi du 2 Juillet 1980 a transformé le statut de cette entreprise d'établissement public en société d'économie mixte. Les moyens juridiques ainsi attribués n'ont pas été déterminants pour son évolution ultérieure. Sa situation s'est néanmoins améliorée grâce à l'interaction d'une multiplicité de facteurs. Ils sont à la fois de nature juridique, économique, politique et sont liés aux comportements internes à la S. E. I. T. A. ou à son environnement. Le redressement amorcé demeure toutefois fragile. Son activité porte sur un produit non banalisable, aux fonctions multiples -le tabac- qui sont pour elle des sources de contraintes et contribuent à la maintenir dans une étroite subordination vis-à-vis de l'Etat. The aim of this article is to show the conditions and effects of a reform which has been worked up in the "S.E.l.T.A.", a public corporation going through a crisis. To balance an adverse budget and face international competition, the Act of July, 2, 1980 has turned the status of this public enterprise business into a joint economy company. The legal means thus given to the corporation have not been determinative for its evolution later on. Nevertheless its condition has improved thanks to the mutual action of many factors. Those are legal, economic and political all together and are connected with the internal habits inside the "S.EJ.T.A." or its environment. Yet, the beginning recovery remains weak. The business activity is based on a product -tobacco- which cannot be compared to commonplace products, with various functions bringing constraints to the enterprise and contributing to keep it in a narrow dependence upon the State.
