Résumé anglais Governing through the “neighbourhood community” in China
This article analyses the status and daily work of residents' committee agents in Beijing in the context of the “neighbourhood community building” (shequ jianshe) reform. Administrative norms develop within a “grassroots autonomous organization for the masses”. Our ethnographic approach studies the subjectification of residents' committee workers, who are both accountable to the government and in charge of stimulating the local participation. Their ambiguous identity contributes to this job's low level of recognition and to its insecurity. By inventing new know-how in such fields as social work towards the “vulnerable”, the workers avoid both a torn identity and a crisis of local management.
