| Résumé |
La question du territoire est aujourd'hui incontournable. Les travaux de recherche en sciences sociales ont abondamment interrogé cette dimension mais la dimension spatiale des mobilisations est généralement peu prise en compte, car jugée subalterne.Or les acteurs – il s'agit ici des acteurs syndicaux et des salariés – font du territoire un enjeu central de leur mobilisation. En effet, la territorialisation croissante des politiques publiques ouvre de nouveaux espaces d'intervention pour les acteurs. Comment s'approprient-ils ces espaces ? Bouleversent-ils leurs pratiques dans les entreprises, les localités, les départements ? Imposent-ils aux organisations syndicales d'interroger leur mode d'organisation et de fonctionnement ? Notre article étudie deux dimensions de la démarche CGT, celle de la confédération dans son rapport au territoire et celle d'acteurs syndicaux de terrain dans un système productif local. Ce faisant, il montre les questionnements, les contradictions, les réponses que le syndicat construit pour faire face à ces nouvelles formes d'organisation du territoire et aux politiques publiques qui les guident. The issue of territory is of paramount importance these days. Research in the social sciences has explored the concept in many ways, but the spatial dimension of activism is often considered of secondary importance, and is thus overlooked. Yet territory is a key issue in determining the activism of actors – in the present case, trades unionists and employees. The increasing territorialisation of public policies is creating new spaces for actors to engage with. How do they make such spaces their own ? Do the new spaces modify their practices in companies, sites, and departments ? Do they force unions to address the way they are organised and run ? The present article looks at two aspects of the CGT's stance, in its relationship with its territory and the place of unionists on the ground in local systems of production, as a means of foregrounding the questions, contradictions, and responses constructed by the union to come to terms with new forms of territorial organisation and the public policies driving them.
