L´article analyse les différents moments d´un processus politique qui débute par la concession des premières encomiendas suivi, après les Guerres Civiles, des essais de mise en place d'une administration locale, ce qui permit l´établissement des corregimientos de indios de Riobamba et Otavalo. La consolidation des nouvelles circonscriptions est étudiée ainsi que la diversification des tâches demandées au corregidor, tout particulièrement après la fondation de Ibarra et, à la fin du processus, en 1623, avec la sous-division de la region nord de l´Audiencia dans les corregimientos d´Otavalo et de Ibarra. The article analyzes the different aspects of a political process which started with the first encomienda concessions and was followed, after the Civil Wars, by the attempts to organize a local administration which lead to the establishment of the corregimientos de indios of Riobamba and Otavalo. The consolidation of the new districts in 1575 is examined together with the multiplication of tasks entrusted to the corregidor, especially after the foundation of Ibarra and, finally, in 1623, the division of the northern part of the Ecuadorian highlands into the corregimientos of Otavalo and Ibarra.
