	Résumé	Cet article propose une analyse critique de la production, de la réglementation et de la légalisation ou «formalisation», des quartiers d'origine informelle à Bogotá, au cours de la période 1990-2010. Il met en avant quatre aspects de cette problématique : ses éléments fondamentaux, ses effets urbanistiques à moyen et long terme ; la relation qui existe entre la légalisation des quartiers et la solution du problème de l'accès à un logement adéquat pour la population pauvre, et le rôle des agents urbains : habitants du quartier, secteur privé et public. L'article montre l'évolution progressive de la légalisation des quartiers vers un processus principalement fiscal, au détriment de l'amélioration des conditions de vie des populations pauvres. 	Résumé anglais	The article proposes a critical analysis of evolutionary production and regulation or «formalization» of neighborhoods with an informal origin in Bogotá, in the period between 1990-2012. The study will focus on the essential components of this process and its overall urban impacts over the medium term, on the one hand and the other, the relationship between the legalization of neighborhoods and the solution to the problem of access to adequate housing for low-income population. Towards this end, we analyze the spatial practices advanced by community agents and the role played by the agents of the informal private sector as well as public officials. In turn, we discuss the practice of legalization and upgrading of informal settlements and the gradual dominance of of public housing. Source : Éditeur (via OpenEdition Journals)
