Face à la démocratisation des sports de nature, le ministère des Sports détermine le développement maîtrisé comme fondement de l'action publique. L'objectif consiste à promouvoir l'encadrement professionnalisé et à ramener dans le giron institutionnel les pratiquants libres. Encadrés, formés, mis en sécurités, les adeptes des sports de nature amélioreraient ainsi leurs compétences aux plans technique et environnemental et préserveraient, non seulement, leur intégrité physique mais aussi la qualité environnementale des milieux naturels. Cependant, dans le cadre de la décentralisation, l'État transfère aux départements la mise en œuvre opérationnelle de l'action publique territorialisée en faveur des sports de nature. La loi sur le sport confie aux départements l'élaboration d'un plan départemental des espaces, sites et itinéraires (PDESI) en faveur des sports de nature. Ce plan est alors présenté comme un véritable outil de gouvernance locale et de planification territoriale. Cet article examine comment le département des Landes s'empare du référentiel forgé par l'État. Il met en lumière le fait qu'agir en faveur du développement maîtrisé est réapproprié au bénéfice d'une promotion des sports de nature, et plus particulièrement du surf, envisagée comme élément de marketing territorial, comme support d'une construction territoriale, et comme mode de renforcement de l'attractivité touristique. Outdoor sports in the Landes département of France: from controlled development to the promotion of a "local resource" To deal with the democratization of outdoor sports, the Ministry of Sport is establishing controlled development as the basis for public action. The purpose is to promote professionalized supervision and bring the free practice of sport back within the embrace of an institutional framework. Once supervised, trained and made safe, outdoor sports enthusiasts would thus improve their skills in terms both of technique and environmental protection. They would preserve not only their own physical safety but also the environmental quality of natural areas used. However, in the context of devolution, the State confers on the local authority, the département, the operational implementation of the public action in favour of outdoor activities. Sports Law entrusts the local authority with the development of a local Spaces, Sites and Itineraries Plan (PDESI) related to the outdoors sports. This Plan is then introduced as a working tool of local governance and divisional planning. This article looks into the way the local authority of the Landes département appropriates the reference framework devised by the State. It sheds light on the fact that taking action for a controlled development is seized on for the benefit of a promotional campaign around outdoor sports, and more especially for surfing, considered as an element for territorial marketing, as a means of fostering territorial construction, and strengthening the area's tourist attractiveness.
