| Résumé | Ce texte plaide pour une conception réaliste, non nominaliste, des corps délibérants. Ils ne sont pas réductibles à la collection changeante des individus qui les composent. Les corps délibérants sont des entités collectives réelles, dans la mesure où l'on peut en préciser les critères d'identité. Ceux-ci comprennent notamment la délimitation d'une intériorité et d'une extériorité reliées par des fonctions ou des fins. À ce titre, les entités collectives considérées sont des systèmes adaptatifs. Ces derniers sont de trois types : les systèmes techniques, les organismes et les organisations humaines. La spécificité des organisations humaines tient à la nature des relations entre parties, qui est normative, et aux modalités de détermination de leurs fins. Les corps délibérants sont des organisations d'un type particulier dont les caractéristiques propres sont précisées. Le mode d'être de ces entités collectives est adverbial. Cela veut dire que l'existence d'un corps délibérant est subordonnée à une activité spécifique de ses membres et à la manière par laquelle ils se rapportent à ses fins instituées, et néanmoins changeantes. | |
| Résumé anglais | This text is a plea for a realist, rather than nominalist, conception of deliberating bodies. A deliberating body cannot be understood as simply a changing collection of individuals. Deliberating bodies are real collective entities in that defining criteria can be specified for them, including a boundary between what is internal and external to them and the fact that those two domains are connected by functions or purposes. This in turn means that these entities are adaptive systems. There are three types of adaptive systems: technical systems, organisms and human organizations. The specificity of human organizations—of which deliberating bodies are a particular type—resides in the nature of relations between the parties composing them, which is normative, and the ways in which the organization's purposes are determined. The specificity of deliberating bodies is that they exist “adverbially,” meaning that that existence is subordinate to the specific activity of their members and the way in which those persons relate to its instituted, yet changing, purposes. | |
