| Résumé |
À partir d'une lecture croisée des articles rassemblés dans ce dossier, cette introduction interroge l'existence d'un « tournant participatif mondial » en analysant les dynamiques transnationales de circulation verticale (de l'international vers le national ou le local) et horizontale (territoires entre eux, acteurs appartenant aux mêmes espaces institutionnels et sociaux) de l'ingénierie participative. En situant l'analyse de ces dynamiques circulatoires au croisement des travaux de sociologie et d'anthropologie (circulation des formes démocratiques et sociologie fine des acteurs de la circulation), de sociologie des sciences (circulation des innovations) ainsi que ceux de science politique (transnationalisation des politiques publiques), cet article invite d'une part à relativiser la dimension coercitive exercée par les organisations internationales développée par les approches critiques de la « tyrannie » de la participation. D'autre part, à rebours d'une vision trop déterministe qui fait de l'appropriation du discours et des pratiques participatives par les acteurs locaux le signe mécanique de leur adhésion à la rhétorique participative, l'article met en exergue la pluralité des investissements, plus ou moins intéressés, dans la participation. Enfin, la valorisation systématique de « bonnes pratiques » et d'expériences modèles dans les processus circulatoires étudiés conduit à mettre l'accent sur le rôle des réseaux professionnels et les usages stratégiques de l'international dans le cadre de la compétition entre les territoires. Transnational circulations of partipatory engineering Analyzing participatory engineering's transnational dynamics of vertical circulation (from international to national or local spaces) and horizontal circulation (territories among themselves, actors from same institutional and social spaces), this introduction tackles the existence of a “global participatory turn” from a cross-reading of the assembled papers in this issue. The proposed analysis is at the crossroads of sociology and anthropology's works (democratic forms' circulation and actor-centered sociology), sociology of science's works (innovations' circulation) and those of political science (transnationalization of public policy). From this theoretical corpus, it firstly calls on to question the coercive dimension of International Organizations developed by approaches adopting the “participation as the new tyranny” perspective. Secondly, away from overly deterministic perspectives that make the appropriation of participatory discourses and practices by local actors the automatic product of compliance to the participatory rhetoric, this article sheds light on the plurality of investment in participation, more or less interested and strategic. Finally, the systematic use of “best practices” or the labeling of experiences as “models” leads to emphasize the role of professional networks and unveils the strategic uses of the International in the framework of a fierce competition between territories.
