L'expérience de participation sociale à Porto Alegre – le budget participatif (BP) – créée sous le gouvernement progressiste du Parti des Travailleurs, en 1989, est de nos jours l'une des pratiques les plus répandues au monde. Ce dispositif est présent dans environ 2 800 municipalités selon le dernier recensement. Or, dans la littérature produite sur le BP, les modalités de cette diffusion globale restent imparfaitement éclairées. Comment le BP est-il passé d'une expérience locale à un objet de diffusion massive et d'appropriations multiples ? Quel a été le rôle des acteurs internationaux ? Dans quelle mesure le projet initial du BP à Porto Alegre a-t-il été transformé dans le processus de circulation internationale ? Cet article a pour objectif de répondre à ces questions. À la croisée de l'analyse des politiques publiques et des études des relations internationales, l'argument soutenu dans cet article défend, d'une part, que l'action d'un ensemble d'individus, appelés « ambassadeurs de la participation », a été une condition nécessaire pour introduire le BP dans l'agenda international. D'autre part, des institutions internationales, comme le Forum social mondial, l'ONU, l'Union européenne et la Banque mondiale ont été fondamentales pour amplifier cette diffusion à l'échelle globale. The global diffusion of Participatory Budgeting: the role of the « ambassadors » of participation and international institutionsThe experience of social participation of Porto Alegre – Participatory Budgeting (PB) – created under the progressive government of the Workers' Party in 1989, is in our days one of the most widespread practices in the world. This device is present in about 2,800 municipalities according to the last survey. In spite of it, in the literature produced on PB, the modalities of this global diffusion are imperfectly explained. How PB moved from a local experience to an object of massive diffusion and multiple appropriations? What was the role of international actors? To which extent was the initial project of PB in Porto Alegre transformed in the process of international circulation? This article aims to answer these questions. At the crossroads of public policy analysis and international relations studies, the argument sustained in this article defends, on the one hand, that the action of a set of individuals, called “ambassadors of participation”, was a necessary condition to introduce PB in the international agenda. On the other hand, international institutions, such as the World Social Forum, the UN, the European Union and the World Bank were fundamental to amplify this diffusion on a global scale.
