Consacré à l'étude de l'Association internationale pour la participation publique (IAP2), cet article se propose d'analyser les enjeux, les modalités, les conditions et les limites de la standardisation internationale de l'ingénierie participative, des outils et des savoir-faire participatifs. En première lecture, le travail réalisé par cette association pour standardiser, codifier et diffuser des valeurs et des outils de la participation publique mobilisables partout dans le monde semble illustrer la standardisation et l'internationalisation croissante de l'ingénierie participative. En deuxième lecture, l'activité d'IAP2 révèle la fragilité de ce processus : d'une part, le brouillage entre une logique de diffusion et de marchandisation de ces standards est source de tensions et, d'autre part, la communauté des professionnels de la participation demeure fragmentée, concurrentielle et faiblement internationalisée. Toward a global participatory standard? Issues, conditions and limits of international standardization of public participationBased on the analysis of an international professional network which advocates for public participation over the world (IAP2) this article aims to study the issues, the modalities, the conditions and limits of the international standardization of the participatory tools and practices. Indeed, at first sight the work of this association to standardize, codify and promote the values and the tools of public participation usable all over the world seems to illustrate the standardization and the internationalization of the participatory engineering. But after analysis, IAP2 work reveals the weakness of the process: on one hand, the logic of spreading and the logic of merchandizing these standards are in tensions, on the other hand, the community of public participation professionals is still fragmented, competitive and weakly internationalized.
