Cet article s'intéresse aux processus de circulations transnationales et de réappropriations locales de politiques publiques. Il analyse, à partir de l'étude de la fabrique de la politique de démocratie participative du Conseil régional de Toscane, l'engagement local d'experts internationalisés, et la façon dont ils introduisent et intéressent les réformateurs locaux à des références étrangères. Les alliances nouées entre experts et acteurs locaux contribuent par la suite à faire circuler la politique à l'international. Pourtant, la promotion internationale de cette politique publique n'entraîne pas mécaniquement sa réappropriation locale par d'autres collectivités. Le cas des relations nouées entre le Conseil régional de la Toscane et celui du Nord-Pas-de-Calais – et notamment d'un voyage d'études – montre comment, au gré des interactions et au regard des contraintes politiques qui pèsent sur les acteurs nordistes, la politique toscane ne leur sert finalement pas de « modèle » dans la production de leur propre politique publique. Model or mirage? Circulation and reappropriation of regional participatory policy of Tuscany This article takes an interest in the processes of transnational circulations and local reappropriation of the public policies. Taking as a reference the analysis of the fabrication of the Regional council of Tuscany's politics of participative democracy, it analyses the local involvement of internationalized experts and the way they introduce and get the local reformers interested in foreign references. The alliances built between these experts and the local players contribute thereafter to an international spread of this policy. However, the international promotion of this public policy doesn't mechanically imply its local reappropriation by others local authorities. The particular case of relationships linked between the Regional councils of Tuscany and Nord-Pas-de-Calais – including familiarization trips – shows how, over the course of interactions and in view of the political constraints weighing on the northern actors, the Tuscan policy doesn't serve them as a “model” in the production process of their own public policy.
