Lorsque le mouvement saint-simonien est étudié par les historiens de la pensée économique c'est essentiellement en tant que participation à une première expression du socialisme français ou comme idiome de l'industrialisme naissant. Cet article propose une lecture du rapport entretenu par certains saint-simoniens avec la dette publique et son financement. Il permet autant d'illustrer la lecture dichotomique classique entre un jeune saint-simonisme idéaliste et « socialiste », et un saint-simonisme tardif plus conforme au libéralisme économique dominant dans la seconde moitié du xixe siècle, que d'éclairer une certaine continuité dans l'argumentation relative à la dette publique. Recourir à la dette plutôt qu'à l'impôt et s'attacher à en diminuer les arrérages apparaît comme un moyen de dompter l'oisiveté et de l'assujettir aux impératifs de l'ordre industriel. Historians of economic thought mainly examine the Saint-Simonian movement through its involvement in the initial utterings of French socialism or as an idiom for emergent industrialism. This article instead proposes a reading of the relation maintained by certain Saint-Simonians with regard to public debt and its financing. Somewhat in opposition to readings concerned with the dichotomy between a young Saint-Simonian, at once idealist and socialist, and an aged Saint-Simonian, more compliant with the dominant economic liberalism present in the second half of the 19th century, this article allows for a particular continuity in the debate surrounding public debt to be perceived. Turning toward debt rather than taxes and setting out to diminish the arrears of said debt, emerges as a means of taming idleness and subjecting it to the imperatives of the industrial order.JEL classification : B14, H63 Source : Éditeur (via Cairn.info) |
