En 1862, Denis Serrigny publie son Droit public et administratif romain, œuvre érudite et novatrice consacrée à la description des institutions et du droit administratif du Dominat. Cependant, la portée de l'ouvrage dépasse le cadre de l'étude du Bas-Empire. À l'heure où la censure guette, le professeur de droit administratif s'appuie sur le droit romain afin de livrer sa pensée intime non sur le seul régime impérial antique, mais également sur le Second Empire sous lequel il vit. Denis Serrigny published his Droit public et administratif romain in 1862. It was an innovative scholarly work dedicated to the description of the institutions and the administrative law of the Dominate. Its scope, though, extended beyond the limits of a study of the Late Roman Empire. In a period of threatening censorship, this professor of administrative law relied on Roman law in order to express his inner thoughts not merely on the ancient imperial regime but also on the Second Empire wherein he lived.
