Le Programme de Troisième Cycle Interafricain
(PTCI) en économie est un exemple réputé de
renforcement des capacités universitaires en Afrique.
Mais il est un projet parmi d'autres dans une
m u l t i p l i c a t i o n d e p r o g r a m m e s r é g i o n a u x e t
nationaux. La demande d'expertise qui en résulte
aboutit à un détournement de capacités des fonctions
universitaires vers l'expertise et la consultation et à un
paradoxe de type “ Dutch Disease Intellectuel ”. La
deuxième phase du PTCI, et en particulier son volet
doctoral, tente d'intégrer cette contrainte en
renforçant les capacités scientifiques et managériales

CAPACITY BUILDING AND “ DUTCH DISEASE
INTELLECTUEL ” : THE POST GRADUATE
INTERAFRICAN COLLABORATIVE PROGRAMME
IN ECONOMICS IN THE FRANCOPHONE AREA
(PTCI-ECONOMIE)
The “ Programme de Troisième Cycle Interafricain (PTCI) ”, a post graduate interafrican collaborative programme in Economics is a reference for the capacity building in the African Academic area. But it is only one among many national and regional programmes. The consequence of the demand for expertise is a diversion of the capacities of the Academic world to consulting and expertise, i.e the same paradoxe as the Dutch Disease that we refer to as the “ Intellectual Dutch Disease ”. The second phase of the PTCI, and in particular its Doctoral programme, tries to integrate this constraint by reinforcing the scientific and managerial capacities of African research centres.
