L'extension de la déchéance de nationalité aux binationaux condamnés pour crimes terroristes a enflammé le débat public. Proposée par le président de la République devant le Congrès, trois jours après les attentats du 13 novembre 2015, elle a été abandonnée le 30 mars 2016, devant l'impossibilité de faire aboutir la révision constitutionnelle. Au-delà de l'analyse des moments charnières de ce débat, des leçons peuvent en être utilement tirées sur l'autonomie du politique, les risques de l'urgence, la complexité de la formation de l'opinion et les dangers du débat sur la déchéance. The extension of the deprivation of nationality to bi-nationals condemned for terrorist crimes has ignited a heated public debate. It was proposed by the President in front of the Congress, three days after the November 13th 2015 terrorist attacks, and was abandoned on March 30th 2016, because of the impossibility to carry out the necessary revision of the Constitution. Together with the analysis of the key moments of this debate, some useful lessons can be drawn regarding the autonomy of the political sphere, the risks of acting in times of emergency, the complexity of the shaping of public opinion, and the dangers of the debate over the deprivation of nationality.
