Le 1er mars 1996, le Sommet de Bangkok lance le processus du Dialogue Asie-Europe (Asia Europe Meeting, ASEM) issu à la fois du rapprochement de longue durée de la Communauté européenne avec l'Asie du Sud-Est dans les années 1970 et de la conjoncture de la fin de la Guerre froide. Il permet à certains dirigeants asiatiques d'affirmer une identité asiatique fondée sur des normes politiques, économiques et sociales endogènes et aux dirigeants européens de répondre aux accusations de protectionnisme portées contre la « Forteresse Europe ». Ni organisation internationale, ni structure-cadre de négociation, l'ASEM revendique un caractère sui generis qui n'est pas sans rappeler la novation qu'avait constitué en son temps le format de la CSCE. L'enjeu est ici de conjuguer l'approche de l'« ASEAN Way » en matière de négociation avec les « valeurs et coutumes européennes ». Source : Éditeur (via Cairn.info) |

French Views on the Genesis of an Interregional Dialog – the ASEM (Asia Europe Meeting)
ABSTRACT. – On March 1th 1996, the Bangkok Summit launched the process of the Asia-Europe Meeting (ASEM), which resulted both from the long term rapprochement of the European Community with Southeast Asia in the 1970s and the context of the end of the Cold War. It allowed some Asian leaders to assert an Asian identity based on endogenous political, economic and social norms, and European leaders to respond to accusations of protectionism levelled at the “Europe Fortress”. Neither an international organization nor a negotiating framework structure, the ASEM claims a sui generis character which is reminiscent of the innovative character adopted by the CSCE in its time.
