| Résumé |
Cet article traite du travail transnational mené entre les années 1930 et 1960 par divers protagonistes de la public administration américaine (entendue ici comme discipline, pratique, théorie et communauté professionnelle). Ce travail quotidien se développe entre organismes intergouvernementaux, associations internationales et sociétés professionnelles américaines. On propose ici de contribuer à l'historicisation des phénomènes et processus d'internationalisation en passant par les pratiques qui les définissent, les fondent et les supportent. L'activité et les caractéristiques de Charles Ascher, personnage central de cet article, le posent en démiurge et praticien consommé de ces processus. Ce « traducteur de l'universel » et ses collaborateurs opèrent dans un « système international de la public administration » qui s'inscrit dans un projet universaliste et universalisant, et postule l'existence de phénomènes identifiables comme relevant de l'activité d'administration. This article analyses the transnational working practices of various protagonists of the American public administration (discipline, practice, theory and professional community) which took place between the 1930s and the 1960s. This daily collaboration developed between inter-governmental organizations, international associations and professional American companies. The article contributes to the historical contextualization of the phenomena and the internationalization processes through the practices that defined and supported them. The activities and the characteristics of Charles Ascher, the central figure in this article, position him as a demiurge and a consummate practitioner of these processes. This “translator of the universal” and his collaborators operated within an “international system of public administration” imbedded in a universalistic and universalizing project and postulating the existence of phenomena identifiable as being part of administrative activity.
