| Résumé | Héritière en Algérie de l'entreprise socialiste, datant seulement de janvier 1988, l'entreprise publique économique révèle, dans son organisation, un dysfonctionnement indéniable. Elle cumule ses propres imperfections à celles de la société à responsabilité limitée et de la société par actions, formes sous lesquelles elle est constituée. Techniques d'organisation de l'entreprise, ces deux formes de sociétés imposent l'abandon total par l'État de la gestion directe. L'efficacité économique de l'entreprise en dépend. L'autonomie complète de gestion, seule apte à concilier l'entreprise avec les exigences du marché, requiert son indépendance organique et fonctionnelle. L'étude devait donc, nécessairement, souligner ce double niveau d'imperfections et surtout apporter les réajustements indispensables à un fonctionnement adéquat. Les solutions proposées participent de l'efficacité de l'entreprise publique économique, seule à même d'éviter les constats d'échecs passés. | |
| Résumé anglais | Being in Algeria the successor of the Socialist Enterprise, and existing only from January 1988, the Public and Economie Enterprise reveals in its organisation an evident dysfunctioning. It accumulates its own imperfections with those ofthe Limited Liability Company and the Society of Shares which are the forms on which it has been constituted. Being techniques in the organisation of the enterprise, these two types of societies impose the total with-drawal of the direct management by the State. For the whole economic efficiency depends on this. The complete autonomy of management which is the only means to concile the enterprise with the demands of the market, recquires a functional as well as an organic independence. In this way, our study had to put the stress on this double level of imperfections and it had also to bring out ail the necessary readjustments to a convenient and appropriate functioning. The solutions which are proposed take into account the efficiency of the Public and Economie Enterprise which is the only means to avoid all the failures of the past. | |
