Pour faire face aux changements de politique des donneurs d'ordre qui attendent aujourd'hui des offres globales et une forte capacité d'innovation, en Auvergne, des entreprises de la sous-traitance aéronautique, notamment de la mécanique, se sont regroupées au sein du réseau AVIA.La structuration de ce réseau, soutenue par la Chambre de Commerce et d'Industrie Clermont-Ferrand/Issoire a pour but d'afficher la Région comme quatrième pôle aéronautique français. Dans ce contexte, la CCI va jouer un rôle déterminant. Conjointement, la région Auvergne s'est lancée dans un projet de création du premier pôle européen de gestion globale et centralisée d'actifs aéronautiques OASIS appelé aujourd'hui AIRSET. Cette dynamique a permis à la Région d'être très réactive lors de l'appel à candidatures lancé par l'Etat pour labelliser les pôles de compétitivité associant recherche, formation et entreprises. Elle a ainsi pu faire émerger dans la filière mécanique le pôle de compétitivité ViaMéca, sur lequel le réseau AVIA s'est greffé.Notre analyse tend à montrer d'une part, que la mission de la CCI ne se limite pas seulement à un rôle d'intermédiation, mais qu'elle a la particularité d'assurer une véritable fonction de Centre de Services Partagés (CSP). D'autre part, en proposant un cadre formalisé pour le partage d'une même ressource collective, le soutien de la CCI favorise le potentiel d'innovation du réseau en mettant en lumière le concept d'« apprentissage coopérationnel ». Chamber of industry and commerce as a shared services center, supporting and fostering innovative industrial approachesIn order to face the ever-changing policies, of the major international contractors who now expect global offers to include a very strong capacity to provide innovative solutions, certain companies who are dealing in aeronautical subcontracting, and in particular the area of mechanics, decided to form a network in Auvergne called AVIA.The purpose of this network, supported by the Chamber of Commerce and Industry in Clermont-Ferrand/ Issoire is to put forth this region, as the fourth most important aeronautical pole in France. In this context, the CCI will play a very determining role. Jointly, the Auvergne region has launched a project which consists of the creation of the first European pole with a centralized management system of all the aeronautical assets (OASIS), this pole today is called AIRSET. This dynamic has made it possible for the Region to be very reactive at a time when there was a call for projects launched by the State in order to structure the “Poles de compétitivité” aimed at developing co-operations between companies, research organisations and training organisations.This approach has been responsible for the emergence in the mechanical industry, of the Via Méca cluster, to which now the network AVIA has a link. Our analysis tends to show on one hand, that the mission of the CCI is not limited to only a role of intermediation. It also has the particularity to be able to provide a true function of a Shared Services Centre (SSC). In addition, by proposing a structured framework for the sharing of the same collective resources, the CCI support favours the network innovative potential by clarifying the concept of “co-operational learning”.
