Pendant la Première Guerre mondiale, l'Indochine, épargnée par les belligérants, loin de constituer un fardeau pour la métropole, peut en revanche apporter une contribution non négligeable à l'effort de guerre de la France en argent, en matières premières et en hommes, révélant des potentialités insoupçonnées. En apparence affermi par l'épreuve, qui a aussi permis une répression plus sévère des mouvements révolutionnaires, le pouvoir colonial semble plutôt se figer, n'envisageant en retour qu'une évolution politique limitée à une meilleure mise en valeur coloniale, non pas une émancipation. In the course of the First World War, French Indochina, spared as it was by the belligerents, far from being a burden to the colonizer was able to make a significant contribution to the national war effort in money, raw materials and men, revealing an unsuspected potential. Apparently strengthened by the circumstances, which had elsewhere led to a severe repression of revolutionary movements, the colonial power seemed instead to freeze, envisaging colonial expansion rather than emancipation.
