Bercy, grande administration de l'État au service de l'intérêt général, est par nature plongé dans le monde économique et financier, au contact d'intérêts catégoriels et privés. Bercy doit donc d'une part être ouvert aux expressions des acteurs et à leur écoute, et d'autre part se mettre à l'abri des influences ou même du soupçon d'influence. Son administration doit donc être volontaire et exigeante pour lutter contre les conflits d'intérêts et pour mettre en œuvre la transparence sur l'activité des représentants d'intérêts. As a major department in the service of the common good, Bercy is by its very nature immersed in the economic and financial milieu and is in contact with private vested interests. It must pay attention to the opinions of economic actors and listen to them, while at the same time protect itself from their influence and even from any suspicion of influence. Its administration must therefore act voluntarily and forcefully to fight against conflicts of interests and to impose a total transparency on the activity of the representatives of vested interests.
