Prolongeant d'autres travaux, cet essai soutient que l'enregistrement biométrique des identités constitue une rupture importante avec la longue histoire de l'État documentaire. En ôtant toute latitude au sujet dans l'acte d'identification, la biométrie de Galton était conçue pour répondre aux faiblesses du gouvernement par l'écrit. L'article montre que, par ses capacités et ses caractéristiques matérielles, les propriétés mathématiques de l'identification biométrique sont diamétralement opposées aux opérations de l'État documentaire. Ces propriétés portent la promesse d'une forme unique et universelle d'enregistrement qui pourrait compenser les faiblesses des sociétés africaines postcoloniales. In this essay I draw on work that I have published elsewhere to make the case that biometric registration marks an important break with the long history documentary government. Galton's biometry was designed to address the vulnerabilities of written government by removing the agency of the subject from the act of identification. The paper shows that the mathematical qualities of biometric identification equip it with material features and capacities that are antithetical to the operations of literary government. The same qualities hold out the promise of unique and universal forms of registration that might address the informational weaknesses of postcolonial African societies, but there is no sign of a working biometric panopticon.
