En Espagne, la communauté gitane est généralement perçue comme un groupe culturel absent de la vie politique. Afin de contrebalancer cette perception stéréotypée, avec pour point de départ un examen de l'histoire de l'antitsiganisme, cet article analyse les possibilités offertes par les organisations de la société civile gitane, considérées comme acteurs politiques de la démocratie. Cette analyse tient compte des progrès et des limites de l'approche intégrationniste de l'Espagne relativement au cas des Gitans. Ce texte propose une alternative à l'approche intégrationniste, et introduit une discussion sur les libertés civiles et politiques, en tant que moyens possibles pour améliorer la participation politique des Gitans, par le biais d'une comparaison avec le mouvement des droits des femmes. La méthodologie de cet article combine une étude bibliographique et des entretiens semi-structurés avec des acteurs-clés au sein d'organisations gouvernementales et non-gouvernementales œuvrant à l'intégration des Gitans en Espagne comme FAGA, Union Romani, Centro Socio-Cultural Gitano Andaluz, Consejo Estatal del Pueblo Gitano y Secretaría de Estado para la igualdad y la no-discriminación. Re-considering Political Participation from the Margins of the State. The (Non-) Representation of Gitanos PeopleIn Spain the Gitana community is generally perceived as a cultural group absent from political life. In order to counteract this stereotyped perception, starting from a review of the history of antigypsyism, this paper analyzes the possibilities opened by the Gitana civil society organizations regarded as political players under democracy. This analysis takes into account the advances and limitations of the Spanish integrationist approach to the Gitanos case. The article ends with an alternative to the integrationist approach: it introduces a discussion of civil and political liberties, as an outline of possible ways to improve the political participation of the Gitanos, by making a comparison with the women's rights movement. Methodologically, to write this paper combines a bibliographical review with semi-structured interviews of key stakeholders from governmental and non-governmental organizations working for the integration of Gitanos in Spain such as: FAGA, Union Romani, Centro Socio-Cultural Gitano Andaluz, Consejo estatal del pueblo Gitano y Secretaría de Estado para la igualdad y la no-discriminación.
