Titre La ville en partage : les « savoir-administrer » dans la conduite des affaires municipales et intercommunales en banlieue parisienne (années 1880-1950)

Résumé Des années 1880 aux années 1950, la France urbaine connaît une mutation profonde de son tissu sociodémographique et économique. La Seine banlieue, territoire encerclant Paris, est le théâtre de l'entrée en politique de nouveaux acteurs institutionnels : le maire « bâtisseur », le secrétaire de mairie et leurs auxiliaires, les agents communaux. Des politiques publiques, élaborées en collaboration avec la tutelle préfectorale, accompagnent les transformations ur-baines et encadrent les populations. Cette contribution sur les modes de gestion adminis-trative de la ville porte plus particulièrement sur l'adaptation des politiques aux mutations urbaines. Elle se polarise sur les réseaux et les formes des « savoirs » mobilisés dans la con-duite des affaires municipales et intercommunales et soumet à critique trois champs entre-mêlés d'observation. Les deux premiers regards se focalisent sur les vecteurs d'acculturation politique et administrative des personnels, élus ou professionnels, délégataires des politiques publiques locales, sur leurs lieux d'apprentissage et de formation au métier d'administrateur, sur les formes d'uniformisation des pratiques municipales et intercommunales, sur leur dé-politisation, au sens partisan du terme, et plus généralement sur les ressorts et les concep-tions même du travail édilitaire. En réaction aux deux premiers regards, la 3e approche du monde des mairies et des intercommunalités s'apparente davantage à une réflexion épisté-mologique et historiographique sur la ville telle que la perçoivent les administrateurs com-munaux ou les observateurs et experts sociaux de la fin du XIXe siècle aux années 1950.

Résumé anglais From the eighteen eighties to the nineteen fifties, urban France underwent a profound chan-ge in its socio-demographic and economic fabric. The Seine suburb surrounding Paris was the theatre where new institutional players entered politics : the « builder » mayor, the mayor's secretary and their auxiliaries, the community officers. Public administration, de-veloped in collaboration with the prefectoral administration of the region accompanied the urban transformations and provided a framework for the population. This contribution to the modes of administrative management of the city focuses more particularly on the adap-tation of the policies to the urban setting. It focuses on the networks and the forms of the « knowledge » applied in the control of municipal and inter-communal affairs and subjects to criticism three fields intermingled with observation. The first two perspectives are focu-sed on the areas of political and administrative assimilation of the civil servant, elected offi-cials or professionals, in charge of local public policies, on their places of training and edu-cation to the profession of administrator, on the forms of standardization of the municipal and inter-communal practices, on their de-politicization, in the strict sense of the term, and more generally on the activities and the designs of municipal work. In reaction to the first two perspectives, the third focuses on the world of the town halls and inter-communalities with an epistemological and historiographic reflection on the city as perceived by the com-munal administrators or the observers and social experts of the end of the 19th century until the 1950s.
