Dans l'après-guerre et jusqu'aux années 1980, l'État français prend en charge une part importante du financement aux entreprises via un réseau d'institutions financières publiques à fonction de développement. Avec le tournant néolibéral, cette finance administrée disparaît ou se marginalise ; pourtant, certaines institutions financières administrées perdurent et connaissent même un nouvel essor depuis la crise financière de 2008. Cet article s'intéresse aux permanences et aux mutations de l'investissement public, de ses opérateurs et de ses circuits, à travers l'étude monographique d'une institution en particulier : Proparco. Créée en 1977 pour financer les entreprises privées dans les pays du sud, cette institution financière de développement à l'actionnariat mixte est sous la double tutelle du ministère des Affaires étrangères et du ministère des Finances. L'article revient d'abord sur les normes professionnelles qui organisent et délimitent l'espace de la finance administrée. Ensuite, l'analyse des carrières et du travail quotidien au sein de Proparco est l'occasion de retracer, par le bas, l'histoire originale de l'institution. Enfin, la dernière partie s'intéresse à la financiarisation de la finance administrée en analysant ses vecteurs de diffusion d'une part, les tensions qu'elle suscite en interne d'autre part. During the postwar years up until the 1980s, the French state took on an important share of corporate financing through a network of development-oriented public financial institutions. Following the neoliberal turn, this administered mode of financing disappeared or was marginalized. Yet, some administered financial institutions survived and even thrived in the wake of the 2008 financial crisis. This article focuses on the continuities and the transformations of public investment, of its operators and of its circuits, through the case study of a specific institution, Proparco. Established in 1977 for the purpose of providing financing to private corporations in the Global South, this public-private development finance institution was placed under the joint tutelage of the Ministry of Foreign Affairs and the Ministry of Finance. The article first examines the professional norms that organized and delimitated the space of administered finance. It then analyzes the careers and daily operations within Proparco as a way to trace, from the ground up, the specific history of this institution. Finally, the last section addresses the financialization of administered finance by analyzing both the pathways of its diffusion and the internal tensions it generates.
