La guerre du Golfe semble avoir concrétisé un changement — amorcé lors des bouleversements à l'Est — dans la perception du rôle diplomatique que le Japon entend jouer. Représentant le 2e PNB et la 7e armée mondiaux, le Japon n'en est pas moins, depuis 1946, constitutionnellement et volontairement absent des grandes scènes de négociations diplomatiques. La guerre du Golfe a révélé une maturation de la classe politique qui souhaite conduire une diplomatie plus active, y compris dans les règlements des différends internationaux, et plus indépendante de celle des Etats-Unis. Mais cela pose au Japon le problème de définition de son identité nationale, au sein de quel cadre l'exercer et le moyen de convaincre sa population du bien-fondé de ces options. The New Concept of Japanese Diplomacy, by Yukio Satoh
The Gulf War seems to have materialized a change, which first appeared at the time of upheaval in Eastern Europe, in the perception of the diplomatie role which Japon wants to play. Despite the fact that Japon has the world's second highest GNP and seventh largest army, since 1946 it has been constitutionally and deliberately absent from the major scenes of diplomatie negotiations. The Gulf War revealed a maturing political class which wants to have a policy that is more active — including in the seulement of international disputes — and more independent from that of the United States. But, for Japan, this raises the problem of the definition of its national identity, the context in which this could be applied and how its population can be convinced of the justification of these options.
