Pour l'Allemagne fédérale, l'appartenance à la Communauté européenne a toujours été et reste un facteur essentiel d'équilibre, d'ancrage à l'Ouest. Avec la réunification, l'Allemagne retrouve sa centralité au sein du continent européen. Cela ne signifie pas qu'elle s'éloignera de la Communauté mais qu'elle se voudra un lien entre les deux Europes. Les rapports franco-allemands, tout en demeurant nécessairement étroits, changeront de contenu. Pourtant une interrogation capitale se fait plus pressante : que veut l'Allemagne ? Germany and the Future of the European Unification, by Philippe Moreau Defarges
For West Germany, belonging to the European Community has always been and remains a major dimension of its internal and international equilibrium. Today unified Germany becomes again the central country in the European continent. It does not imply that Germany will distance itself from the European Community. Germany will act as a link between the two Europes. The franco-german relation, while staying necessarily intimate, will be deeply changed.
