Les débats de ratification du traité de Maastricht ont révélé une crise historique de la construction européenne. Depuis la fin des années 80, trois facteurs principaux bouleversent l'unification communautaire, telle qu'elle s'est réalisée depuis 1950 : écroulement du rideau de fer ; réaménagement des rapports avec les Etats-Unis ; unification de l'Allemagne. La Communauté européenne se trouve donc engagée, pour la première fois, dans un réexamen total d'elle-même : quelle union monétaire et politique ? La Communauté peut-elle être démocratique ? The Turning Point for Maastricht, by Philippe Moreau Defarges
The debutes concerning the ratification of the Maastricht treaty have revealed a historic crisis in European construction. Since the end of the eighties, three main factors hâve upset community unification as realized since 1950 : the collapse of the Iron Curtain ; the shift in relations with the United States ; German unification. Hence the European Community finds itself engaged, for the first time, in a total self-reexamination. What monetary and political union ? Can the Community he democratie ?
