Avec le Danemark, le Royaume-Uni est le seul pays à ne pas avoir achevé le processus de ratification du traité d'Union européenne, ce qui, pourtant, était considéré outre-Manche, au printemps de 1992, comme une simple formalité. Certes, il existe toujours à Westminster une large majorité en faveur du traité de Maastricht. Mais batailles de procédure et enjeux partisans ont abouti à faire du Royaume-Uni l'otage du Danemark, dans la mesure où le Parlement britannique attend désormais pour se prononcer le résultat du second référendum danois. Au delà de ces péripéties, on retrouve la permanence d'un évident minimalisme britannique lorsqu'il s'agit de faire progresser l'Union européenne, une interprétation très restrictive du traité de Maastricht et la répétition inlassable des arguments échangés depuis 30 ans. Is it possible to be British and European at the Same Time ?, by Françoise de La Serre
The United Kingdom, besides Denmark, is the only country not to have completed the ratification of the Treaty on European Union, a process which h ad been considere d by the British, in the spring of 1992, a mere formality. Certainly there remains a large majority at Westminster in favour of the Maastricht treaty. However, battles over procédure and party politics have finished by making the United Kingdom Denmark's hostage in the sense that the British Parliament is henceforth waiting for the resuit of the second Danish referendum before reaching a decision itself. Beyond these vicissitudes is to be found the usual British minimalist approach when it cornes to advancing European Union, clearly shown by an extremely restrictive interprétation of the Maastricht treaty and the indefatigable repetition of arguments that have been exchanged for the last thirty years.
