L'Uruguay Round et, de manière plus générale, le GATT sont en crise. Bien sûr, les graves problèmes macroéconomiques que connaissent nos économies, et en particulier la forte montée du chômage, sont peu propices à la conclusion d'un accord en vue d'une libéralisation des échanges. Mais la crise que traversent les négociations de l'Uruguay Round est avant tout structurelle. Deux facteurs jouent un rôle crucial dans l'état de relative torpeur dans lequel se trouve actuellement le GATT : premièrement, les efforts de libéralisation régionale qui ont pris une dimension planétaire ; deuxièmement, la « nouvelle » théorie du commerce international qui reflète l'importance grandissante des phénomènes de rendements d'échelle croissants et de concurrence imparfaite dans l'industrie moderne. Bien que, in fine, cette théorie ne remette pas en cause les recommandations de politique commerciale de la théorie classique de l'avantage comparatif, elle a clairement affaibli la cause du libre-échangisme. Do Regionalism and the New Theory of International Trade Sound the Death Knell for the GATT ?, by André Sapir
The Uruguay Round and more generally GATT itself are in trouble. Obviously the serious macroeconomic problems facing our economies, especially the sharp increase in unemployment, are not conducive to the seulement of an agreement on the trade liberalization. However, the crisis that the Uruguay Round is experiencing is above ail structural. Two factors play a crucial role towards creating the state of relative torpor that the G A TT finds itself in at the moment : firstly efforts toward regional liberalisation have become common and sustained ail over the world ; secondly the « new » theory of international trade reflects the growing importance of increasing returns to scale and imperfect competition in modem industry. Although this theory doesn't call into question the policy recommendations of the classical trade theory based on comparative advantage, it has weakened the cause of free trade.
