L'article analyse la manière dont les cadres de l'administration d'une métropole prennent en charge l'ambition d'intégration des données des usagers (administration, réclamations, information sur la mobilité) et les difficultés spécifiques qu'ils rencontrent : complexité de l'intercommunalité, démocratie de proximité, règles CNIL. Cette analyse focalisée sur le fonctionnement global des administrations municipales permet de remettre en perspective les évolutions de la gouvernance associées aux nouveaux dispositifs de la ville intelligente : le poids maintenu des anciens acteurs privés face aux nouveaux entrants, l'impact limité sur l'organisation municipale de la co-production par les citoyens et le décalage de rythme entre la lenteur des évolutions internes et la rapidité de l'évolution du paysage économique. This article examines the way in which the senior officials of a metropolitan administration deal with the integration of user data (administration, complaints, information on mobility) and the specific difficulties they encounter: the complexity of inter-communality, local democracy, and CNIL (French national commission on information technology and freedom) rules. This analysis, which focuses on the overall functioning of municipal administrations, puts into perspective the evolution of governance associated with the new frameworks of the smart city: the persistent weight of incumbent private actors in the face of new entrants; the limited impact on municipal organization of co-production by citizens; and the discrepancy between the slow pace of internal developments and the speed of change on the economic landscape.
