Résumé Cet article est le résultat d'une enquête sur la première édition du Grenoble Civic Lab (GCL), un concours d'innovation ouverte appelant les habitants à « proposer les outils numériques qui vont accompagner les changements de comportements et façonner la ville de demain ». En invitant les candidats à répondre aux enjeux du territoire de la métropole grenobloise à l'aide de services numériques le concours s'inscrit d'emblée dans l'horizon de la ville dite « intelligente ». Ce type de dispositif constitue un laboratoire pour étudier les nouvelles formes de mise à contribution des habitants par les collectivités territoriales dans la fabrique de la ville, en comprendre les ressorts et les effets sur l'action publique.

Résumé anglais This article stems from a study on the first edition of the Grenoble Civic
Lab (GCL), an open innovation competition calling on residents to “propose digital tools that will support behavioural changes and shape the city of tomorrow”. The competition, which invited candidates to respond to the challenges of the Grenoble metropolitan area with digital services, was aligned from the outset with the horizon of the so-called “smart” city. This type of framework constitutes a laboratory to study the new ways in which local authorities involve inhabitants in crafting the city, and to understand their inner workings and their effects on public policy.
