| Résumé |
Dans ce second article consacré, dans le même numéro de la RFAP, au Secrétariat général du Gouvernement français, il s'agit, sur le fondement d'un travail de terrain original et dans une perspective théorique de sociologie des institutions, d'étudier le SGG en action. L'analyse de l'activité quotidienne de cette institution coutumière, aux rites immuables, où règne une culture de loyauté et de dévouement, permet d'interroger la « nodalité » modeste du SGG. Sont analysés les aspects suivants : le rôle majeur du SGG dans la coordination interministérielle visant à la production normative ; son activité de conseiller juridique « intime » de l'exécutif, dans une relation symbiotique avec le Conseil d'État ; sa coopération délicate avec l'entourage politique du Premier ministre ; enfin le rôle singulier joué par le secrétaire général en personne au contact direct des deux chefs de l'exécutif. In this second article within the same issue of RFAP devoted to the French Secretariat-General of the Government, our purpose is to study the SGG in action, on the basis of an original field research and in the perspective of a sociology of institutions. The analysis of the daily activities of this customary institution, whose rituals are unchangeable and whose culture is made of loyalty and dedication, allows to question the modest “nodality” of the SGG. The following aspects are considered: the major role of the SGG in the interdepartmental coordination aiming at normative production; its activity as the “intimate” legal advisor of the Executive, in a symbiotic relation with the Council of State; its sensitive cooperation with the political entourage of the Prime Minister; and the specific role played by the secretary-general as a direct contact-person with both heads of the Executive.
