Le texte est la synthèse d'un compte rendu présenté au Projet des Nations Unies pour le Développement-UNESCO, à propos d'un Plan de Gestion du Patrimoine potentiel que les autorités colombiennes présenteraient pour l'inscription de Carthagène au Patrimoine Mondial de l'Humanité. L'expérience fut très intéressante, car elle a permis de comprendre l'évolution nécessaire de la vision de l'UNESCO pour valider les propositions à partir de l'intégration d'un regard urbain complet qui va plus loin que le patrimoine monumental. L'analyse des plans et des projets, réalisés au cours de nombreuses années sur la zone historique de Carthagène, a réussi à établir une évolution des règles juridiques de la protection du patrimoine et des concepts théoriques d'évaluation et de classification inclus dans les projets. Les faiblesses trouvées ont permis de présenter des recommandations pour incorporer une vision urbaine intégrale pour la protection du patrimoine. Source : Éditeur (via Persée) |

The following text is a synthesis of a report presented to the United Nations Project for Development-UNESCO, regarding a possible Heritage Management Plan that the Colombian authorities would present as a result of the city of Cartagena being declared a World Heritage site. The experience was very interesting because it allowed the possibility to understand the necessary evolution of UNESCO's vision in order to validate the declarations starting with the integration of a comprehensive urban look that would go beyond the monumental heritage. The analysis of the plans and the projects undertaken through the years in the Historical Area of Cartagena was able to establish the evolution of the legal norms for protection and the theoretical concepts of evaluation and classification included in the projects. The weaknesses that were found in some of these concepts allowed the subsequent elaboration of recommendations to incorporate an integral urban vision for the protection of the heritage.
