Depuis le soulèvement populaire du 22 février, la question se rapportant à la représentativité du hirak algérien a été lancinante. Comment un mouvement de masse d'une telle ampleur avec toutes ses déclinaisons spatiale, humaine et même temporelle a-t-il pu se déployer de manière pacifique et s'inscrire dans la durée, malgré les périodes où la mobilisation a connu un reflux ? Comment un mouvement dont aucune force politique, syndicale ou sociale n'a pu en revendiquer la paternité a-t-il pu obliger un président de la République à renoncer à un cinquième mandat et se poursuivre dans la durée tout en radicalisant ses revendications ? Face à une situation inédite où se mêlent contestation populaire et absence de médiation, quelles réponses les gouvernants ont-ils fourni ? Pour répondre à cette série de questions, nous proposons d'examiner l'hypothèse selon laquelle l'attachement des tenants du pouvoir au retour à un processus électoral contrôlé les pousse à chercher des acteurs ressources au sein de la contestation. Since the popular uprising of 22 February, the question of the representativity of the Algerian hirak has been haunting. How could a mass movement of this magnitude, with all its spatial, human and even temporal variations, have been able to unfold in a peaceful and lasting way, in spite of the periods when the mobilization had ebb? How could a movement for which no political, trade union or social force could claim paternity have forced a President of the Republic to give up a fifth term and continue in the long term while radicalizing his claims? Faced with an unprecedented situation where popular protest and lack of mediation mingle, what answers did the governors provide? To answer this series of questions, we propose to examine the hypothesis according to which the attachment of the holders of the power to the return to a controlled electoral process pushes them to look for resource actors within the contest.
