Immergés dans la société internationale, le Quai d'Orsay et les services extérieurs de l'Etat devraient être moins sensibles que d'autres aux blocages qui affectent l'Administration française. Ils n'échappent pourtant ni aux rigidités des règles de la fonction publique ni à celles inhérentes à la société française. Ils possèdent en revanche la capacité et la volonté de se réformer. Plusieurs orientations pourraient être suivies grâce au développement d'une culture de l'évaluation ; une diffusion systématique des informations vers l'opinion publique et un dialogue plus étroit avec elle ; enfin, une meilleure répartition des tâches entre les postes extérieurs et l'Administration centrale qui permette à cette dernière de mieux jouer son rôle de définition des politiques et de coordination de l'action extérieure. France's Foreign Policy: A Possible Example of a Reform of the State, by Bernard ADRIEN Well versed in international affairs, the French foreign ministry and France's external services should be less sensitive than others to the difficulties that pervade the civil service. They are unable, however, to avoid the inflexibility of its bureaucratie rules or those inherent in French society. On the other hand, they do have the capacity and the will to reform. Several courses could be set thanks to the putting in place of a culture of appraisal: systematic dissemination of information to the public, a more open dialogue with society, and a better sharing of tasks between external postings and the central administration that would allow the latter to play more effectively its role in defining policy and coordinating foreign action.
