Les attentats du 11 septembre à New York et Washington vont se traduire, vus de Moscou, par une évolution significative de la politique étrangère des Etats-Unis, par une redéfinition des relations internationales et par le renouveau de la position de la Russie. Les Etats-Unis pourraient ainsi réagir de deux façons : en durcissant des tendances unilatéralistes déjà à l'œuvre ou, au contraire, en s'ouvrant davantage à de nouvelles formes de coopération internationale dans le cadre, et même au-delà, de la lutte antiterroriste. La même incertitude existe en matière de relations internationales : les événements du 11 septembre pourraient soit renforcer la coopération existant dans de nombreux domaines, y compris économiques, soit favoriser les forces productrices de chaos. La Russie, enfin, en s'associant à la coalition antiterroriste, a changé sa position sur la scène internationale : tout en se rapprochant de l'Occident, elle a rappelé quelle entendait jouer un rôle de premier plan vis-à-vis du monde musulman, notamment en Asie centrale. September 11: A Russian Vision, by Vladimir Baranovsky
The September 11 attacks on New York and Washington will lead, from Moscow's point of view, to a significant change in the foreign policy of the US, to a redefinition of international relations, and to the positive reassessment of Russia's place in the world. The US could react in two ways: by hardening its existing hard-line unilateralist tendencies, or, on the contrary, by being more open to different forms of international cooperation in the context, and beyond, of the antiterrorist campaign. The same uncertainty exists in international relations: the September 11 attacks could either reinforce existing cooperation in a variety of areas, including economie ones, or assist the forces of chaos. Russia, by joining the antiterrorist coalition, has transformed its position on the international scene: at the same time that it moved closer to the West, it emphasised that it intended to play a major rôle in relation to the Muslim world, particularly in Central Asia.
