Durant l'année 2003, le monde arabe s'est trouvé au cœur des préoccupations de l'hyperpuissance américaine et d'une Administration désireuse de déployer sa force pour défendre les « intérêts nationaux » du pays. L'année 2002 avait déjà montré que la réflexion américaine sur le devenir du monde arabe était intense et que la méfiance touchait, par-delà l'Irak, et autour des thématiques de transformation (ou de démocratisation) de la région, jusqu'aux alliés traditionnels des Etats-Unis. Depuis deux ans, les régimes politiques arabes sont ainsi critiqués non seulement pour leur autoritarisme, mais aussi et surtout pour leur responsabilité dans la montée de Vantiaméricanisme, qui aurait rendu possible les attentats. Parallèlement, ils sont confrontés à leurs sociétés, qui réagissent aux événements régionaux en mettant en cause l'incurie et la lâcheté des dirigeants. Source : Éditeur (via Persée) |

Arab Regimes' Dilemmas after the American Intervention in Iraq, by Philippe DROZ-VINCENT
Throughout the year 2003, the Arab world found itself at the centre of the preoccupations of the American "hyper power" and of an American administration keen to deploy its might in order to defend the "national interests" of the country. The year 2002 had shown that American thinking relative to the future of the Arab world had already been intense and that suspicion extended beyond the matter of Iraq to reach even the traditional allies of the Americans, over the concepts of transformation (or of democratisation) of the region. Arab political regimes have indeed been criticised over the past two years not only for their authoritarianism, but more especially for their share of responsibility in the rise of anti-Americanism, a phenomenon which would have permitted the terrorist attacks. These regimes are at the same time confronted with their own societies, which are reacting to regional events by blaming the carelessness and cowardice of their leaders.
