Depuis son arrivée au pouvoir, Vladimir Poutine poursuit un double objectif: assurer le développement économique de la Russie pour affirmer son indépendance, et multiplier les échanges diplomatiques pour devenir un interlocuteur privilégié des grandes puissances et peser dans le jeu international. Pour cela, il s'est beaucoup consacré à la politique étrangère en s'ejforçant de réorganiser le processus de décision. Rompant avec l'isolement identitaire prôné par son prédécesseur, il mène ainsi une habile diplomatie, ou intérêts économiques rejoignent enjeux de sécurité, et emprunte la voie du dialogue multilatéral pour faire entendre son pays. Enfin, la lutte contre le terrorisme international se surajoute à l'« économisation » de la politique étrangère russe et facilite encore l'intégration du pays dans une sorte de globalisation militarisée. Vladimir Putin or the Pitfalls of Russian Foreign Policy, by Thomas GOMART
Ever since his accession to power, Vladimir Putin has been pursuing a double objective: to promote Russia's economie development in order to affirm its independence, and to multiply diplomatie activity so as to become a highly sought partner and gain weight on the international scene. In order to achieve this, he has placed foreign policy at the heart of his agenda and tried to reorganise the process of policy-making. In a break with the self-defining isolation practised by his predecessor, he is thus leading a skill-full diplomacy in which economie interests merge with security challenges, while opting for multilateral dialogue in order to make his country's voice heard. Finally, the fight against international terrorism stands in addition to the "economisation" of Russian foreign policy and further facilitates the integration of the country in a kind of militarised globalisation.
