Géopolitique des transports urbains grenoblois The geopolitics of Grenoble urban transport Jean-Claude Pradeilles Résumé : Les systèmes de transport urbain, infrastructures routières et réseaux de transport collectif, ne se limitent pas à assurer des déplacements. Ils irriguent de façon différenciée les territoires, les articulent plus ou moins, contribuent plus ou moins à leur mise en valeur ou en dégradent les qualités. Ainsi, ils interviennent sur les rapports territoriaux dynamiques qui innervent les espaces composites des régions urbaines et confrontent les institutions qui les représentent. Autrement dit, les politiques de transport sont au premier plan des démarches ou stratégies publiques qui travaillent sur les positionnements relatifs des différents territoires : hiérarchisation des espaces sociaux, tensions entre espaces urbains d'histoires et de statuts différents, rapports entre ville-centre et banlieues, relations entre centralités héritées et centralités nouvelles, rapports entre agglomération et région urbaine étendue... Grenoble illustre bien ces enjeux géopolitiques des réseaux de transport urbain du fait de l'ampleur des transformations spatiales qu'elle a connues en peu de temps, de la vivacité des débats locaux sur les questions de transport et de la richesse des coopérations et des confrontations institutionnelles en matière de politiques de déplacement et de planification territoriale. Urban transport systems, road infrastructures and public transport networks are not limited to merely providing means of transport within the urban area. They also have a discriminating impact in that they do not provide the same level of service to every point within the urban area, thereby contributing to the enhancement of some zones, through improved communications, while detracting from the value of others. They thus have an effect on the dynamics of spatial rela- tionships within urban regions, bringing into contact the institutions which represent the different zones within the urban region. In other words, transport policies play a leading role in public strategies and programmes concerning the relative position of the constituent areas making up the urban region : development of social space hierarchies, conflicts between urban areas with different histories and status, city-centre/suburb relationships, relationships between inherited centrality and new centres, relations between the urban centre and its extended region. Grenoble provides a good example of the geopolitical issues associated with urban transport networks as evidenced by the extent of the spatial transformation that the area has experienced in a short period, the liveliness of local debates on transport questions, and the wealth of institutional cooperation and confrontation with respect to transport and regional planning policies.
