Le renouveau d'un projet d'aménagement partagé ? The renewal of a shared development project ? Jacques Rambaud Résumé : La région urbaine grenobloise peine à se doter d'un nouveau document prospectif de planification stratégique qui fasse suite au Schéma Directeur d'Aménagement et d'Urbanisme de 1973. Deux questions essentielles sont en débat : la maîtrise de la consommation d'espace et la structuration de la région. Si l'accord est très large sur la protection des espaces naturels contre la diffusion généralisée de l'habitat individuel, la promotion de formes urbaines plus intensives dans un contexte de faible croissance suscite des réserves et des tensions. La perspective d'une organisation spatiale volontaire de la région urbaine, quant à elle, soulève un ensemble de problèmes relatifs à la « division du travail » et aux formes d'équilibre et de complémentarité entre l'agglomération dense et ses périphéries les plus récentes tant sous l'aspect économique et social, qu'en termes démographiques ou financiers. Enfin, un projet territorial commun à moyen et long termes appellerait une gestion institutionnelle permanente et d'échelle adéquate des principaux objectifs et instruments de planification. Debate is centred on two main questions : the control of land-use and the structural organisation of the region. While there is substantial agreement over the need to protect natural areas against the generalised spread of housing areas, the support for more intensive forms of land-use in today's context of low growth rates is far more reserved and has led to some tension. As for the prospect of a more voluntary form of spatial organisation for the urban region, this raises a number of problems relating to the « division of work » and the balance and complementarity between the dense urban centre and its most recent peripheral areas, not only from an economic and social viewpoint, but also from demographic and financial viewpoints. Finally, a medium and long-term communal project for the region would require some form of permanent management of the main aims and tools of the planning process, using appropriate institutions and at the appropriate scale.
