Cet article expose et met en perspective la démarche de « simplification du langage administratif » adoptée en France depuis le début des années 2000. Nous abordons l'histoire des politiques publiques en la matière, à travers la création du Comité d'Orientation pour la Simplification du Langage Administratif (COSLA), en 2001. Nous montrons que de telles initiatives ne peuvent être comprises qu'en lien avec des objectifs démocratiques (accès aux droits, citoyenneté) et avec des représentations de la langue et des discours (idéaux rattachés à l'idée d'un « langage clair »). En observant les avatars de la « simplification du langage administratif » dans le contexte néolibéral de la « réforme de l'État » et de la généralisation du recours au numérique, nous concluons sur l'importance des inégalités sociales dans l'accès à l'information. This paper presents and puts into perspective the “simplification of administrative language” approach adopted in France since the early 2000s. I address the history of public policies in this area through the creation of the Comité d'Orientation pour la Simplification du Langage Administratif (COSLA) (Steering Committee for the Simplification of Administrative Language) in 2001. I show that such initiatives can only be understood in connection with democratic objectives (access to rights, citizenship) and with representations of language and discourse (ideals linked to the idea of “clear language”). By observing the avatars of “simplification of administrative language” in the neoliberal context of “state reform” and the generalization of the use of digital technology, I conclude on the significance of social inequalities when it comes to accessing information.
